MINUTES                                                                                                                                  
BOARD OF PUBLIC SAFETY
May 7, 2014

A  REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,    
May 7, 2014.
 
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, Commissioners Douglas Benedetto, Darlene Battle, Richard Zaharek, Glenn McLeod, Angelo LaMonica and Robert Conforti, along with Fire Chief Gary Brunoli, Training Officer David Tripp, Jr., Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick and Officer Steven Pisarski.  Fire Marshal Timothy Tharau, Campion Ambulance Director of Operations Fred Rosa, Torringford Fire Dept. Representative Charles Marciano, and Drakeville Fire Chief Michael Maccalous were also present.   

Mayor Carbone called the meeting to order at 7:00 p.m.  

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Special Meeting held March 24, 2014.  

On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the minutes of the Special Meeting held March 25, 2014.

On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes of the Special Meeting held jointly with the Board of Finance on March 25, 2014.

On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept the minutes of the Special Meeting held jointly with City Council on March 25, 2014.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes of the Regular meeting held April 2, 2014.

On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Special Meeting held April 14, 2014.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes of the Special Meeting held jointly with City Council on April 14, 2014.

OPEN TO THE PUBLIC      
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

ADD TO AGENDA
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to add to the agenda.

WAIVE BID - PPE 
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously accept the Fire Chief’s recommendation to waive the bid process and purchase personal protective equipment from Shipman’s Fire Equipment off State contract #11PSX0117 for approximately $2,541 per set.  Chief Brunoli explained that this is offers the best price.

**Commissioners Battle and LaMonica arrive at 7:06 p.m.

EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously
to enter Executive Session regarding Fire Department Personnel at 7:07 p.m., inviting Chief Brunoli and Atty. Rigat.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimous to enter Open Session at 7:53. p.m.

PROMOTIONS – FIRE DEPT.
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to promote to Lt. Patrick Doyle to Captain, effective Sunday, May 11, 2014.

On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to promote FF Todd LaMothe to Lieutenant.

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to promote FF Michael Riggs to Lieutenant.

POLICE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously
to accept Chief Michael Maniago’s Report for March 2014.
Commissioner Benedetto questioned the calculations on the animal control report.  Chief Maniago said he will check it.

OFFICER PISARSKI’S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for March 2014.     

FIRE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Chief Brunoli's Report for March 2014.

EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the Emergency Management Report for March 2014.     

DEPUTY FIRE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report for March 2014.   

FIRE MARSHAL'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Marshal Tharau's Report for March 2014.     

TRAINING OFFICER'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Training Officer Tripp's Report for March 2014.

EMS PROVIDER REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the EMS Provider Activity Report for March 2014.   

BUSINESS:  DEPT. HEADS  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.  

Chief Maniago reported on both the park and walk patrols for the period from April 18th to May 4thand the NW Task Force meeting at the McCall Foundation.

Chief Brunoli reported on a meeting with Congresswoman Esty.  He thanked Captain Smith, Lt. Meyer and Firefighter Consolini for their years of service to the City.

Director Rosa reported on an award received from the American Heart Assn.

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Volunteer Fire Departments.  No business was presented.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.   

Commissioners LaMonica and Zaharek congratulated the retirees.

Commissioner Benedetto asked about the active shooter training.  Chief Maniago reported that the Board of Education remains interested and will schedule it.   Commissioner Benedetto said he witnessed individuals not obeying the Fire Police on scene, and their need for communication with Police Officers.  Chief Maniago said he will work on this when his radio system is up and running.  Commissioner Benedetto thanked the retirees for their years of service and congratulated the newly promoted.  He also thanked the Torrington Fire Department and those from surrounding towns that helped with the recent fire, saying they all did a great job.

Commissioner Conforti congratulated Campion, thanked the retirees, congratulated the three promoted, commended the Police for their foot patrol and commended the Fire Department for their work.

Commissioners McLeod and Battle reiterated the previous statements.

Mayor Carbone noted that Governor Malloy and Congresswoman Esty called during the O & G Fire to express their concern and offer assistance.  She agreed that remarkable job done was done on the fire.

ADJOURNMENT  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to adjourn at 8:22 p.m.
